These often bent, missing or broken screws in the dropouts of historic racing bikes allow for quick wheel changes on the go when correctly adjusted. The wheel is simply pushed all the way back and is then positioned straight and in the desired position in the horizontal dropout. The adjustment screw is screwed through from the inside and protected with the knurled nut. The spring prevents accidental twisting. Modern design.
